NOC – Network Connection Request

Network Connection Request

The Telecommunications Division (TD) provides a variety of connection services to access the Rutgers University Network resources.

Direct fiber is the primary means of connectivity to RUNet. For connectivity, the building must be a Rutgers building or customers must be university faculty, staff, or students. The University’s service provider contracts prohibit resale or redistribution of those acquired services.

Where there is no commercial broadband Internet connectivity available to a Rutgers University leased space that supports the mission of the University, Rutgers may provide Internet access to that Affiliate at a fair market rate monthly charge.

Support

DIRECT NETWORK: See http://www.td.rutgers.edu/td-services/network-operations-center/

OFF-NETWORK: Because these sites are not directly connected to the Rutgers Network, limited central support is provided to the customer. TD will assist with the required on-site equipment* (see below), and the customer is responsible for all other equipment, as well as relations with the selected IP Service Provider.

AFFILIATE CONNECTION TO NETWORK: Where there is no commercial broadband Internet connectivity available to a Rutgers University leased space that supports the mission of the University, Rutgers may provide Internet access to that customer/affiliate.

The customer/affiliate is responsible for a monthly connectivity charge of $89.00, which would provide 1 Ethernet wired port and wireless connectivity for up to 20 connections. Additional one-time and/or monthly recurring charges for wiring, electronics, and other associated items may also be required.

Rutgers has the right to provide and/or discontinue this service at its discretion. Customer is also required to carry cyber security insurance with limit/sub-limits of not less than $1,000,000 with Rutgers as an additional insured. Customer must also agree to the Terms of Service.

NETWORK CONNECTION TYPES – DETAILS

DIRECT NETWORK CONNECTION

METHOD DIRECT CONNECTION TYPE PHYSICAL REQUIREMENTS POSSIBLE COSTS

Underground Conduit Fiber: (Speeds vary from 100 Mbps to 1Gbps) Must be connected in compliance with standards One-time fiber installation, electronics installation and connectivity; ongoing electronics maintenance

Aerial Poles Fiber: (Speeds vary from 100 Mbps to 1Gbps) Poles must be licensed; May take up to 1 year to complete One-time fiber installation, electronics installation and connectivity; ongoing electronics maintenance

Leased Circuit SES (Switched Ethernet Service) (20 Mbps and up) May require some site work for installation; Vendor requires 60-90 day lead time Annual lease charges; electronics installation and connectivity; ongoing electronics maintenance

OFF-NETWORK CONNECTION

TYPE DIRECT CONNECTION PROTOCOL PHYSICAL REQUIREMENTS POSSIBLE COSTS

Rutgers (RUNet) Third-party vendor N/A Varies according to bandwidth requirements and vendor pricing

Direct connectivity to some locations may either be impractical or not available due to FCC restrictions. In these cases, “off-network” connections may be obtained through direct vendors. It is important to note that these connections provide third party/outside ISP (Internet Service Provider) services, and not direct access to Rutgers resources. As a result, certain Rutgers resources may not be available, such as resources only available to address space identifiable from Rutgers University-only address space. External access to resources restricted to University address space can be accomplished through the University Virtual Private Networking (VPN) service.

*Rutgers cannot ensure the quality of real-time voice and video services between the remote site and Rutgers campuses over commodity connections.

RBHS (Rutgers Biomedical and Health Sciences Third-party vendor N/A Varies according to bandwidth requirements and vendor pricing

Rutgers Biomedical and Health Sciences (RBHS) “off-network” locations requiring access to RBHS network resources must be connected via the following equipment*:

  1. VPN site-to-site device (+ annual recurring maintenance)
  2. test
  3. Uninterruptable Power Source (UPS)
  4. Remote site management device)
  5. Telephone line (monthly recurring)
